How do the large banks rank on disclosed technology spending and scale?

Rows 1 to 8: the banks with a stated annual technology budget or a 2025 Form 10-K technology line, ranked by the larger of the two (the order of /banks/technology-leaders). Rows 9 onwards: banks with another disclosed technology number (headcount, cloud migration, core conversion, developer tooling), ordered by how many such numbers they have disclosed, then assets. The last column says which kind of figure the row rests on.

How is this ranking computed?

Primary order: the largest technology figure each bank has published, a stated budget where it gives one, otherwise the technology line of its 2025 Form 10-K (the technology-leaders guide, which covers the largest banks with a figure that can be compared). Secondary order: among the remaining banks, the count of disclosed technology, engineering, cloud or core-banking numbers on the bank's page (two points each) plus dated cloud or core moves (up to three points), ties by assets.

Every figure is quoted as reported, with its date; nothing is estimated or converted.

What are the caveats?

Comparability: a stated budget includes technologists' pay; the 10-K line usually does not, so banks ranked on the 10-K line are understated against those with a stated budget (JPMorgan's 2025 line was $11.0 billion against a 2026 outlook of about $19.8 billion). Rows below the guide rows are not comparable with the rows above or with each other: a cloud-migration percentage and a technologist headcount measure different things.

Non-US groups report in their own currency and under different accounting lines; their figures are shown as reported, never converted.

How does this differ from the AI index?

The AI index scores AI disclosure; this page ranks money and scale disclosed for technology as a whole, which is why Bank of America and Citigroup sit near the top here and several AI-index leaders do not appear. The AI index and its method are on their own page; the technology leaders and generative AI guides are hand-written cross-bank tables with their own sourcing.

Which bank spends the most on technology?

JPMorgan Chase: About $19.8 billion technology expense outlook for 2026, up 10%; $9.2 billion of it investments, about 25% AI-related; 2025 10-K line: Technology, communications and equipment: $11.0 billion. BofA is next at $14 billion a year, of which more than $4.1 billion for new initiatives including AI.

How many banks disclose a technology budget?

8 of the 140 profiled banks publish a figure that can be compared (a stated budget or a 10-K technology line); another 86 disclose a technology, engineering or cloud number of some kind.

Which large bank is furthest into the cloud?

Capital One says it closed its last data centre in 2021 and runs on the public cloud; among the others with a disclosed figure, Citizens, Popular and HSBC report cloud-migration numbers (see their rows).

Is technology spending the same as technology leadership?

No. Spending is the one technology measure most large banks disclose in a comparable form; it says nothing about the quality of what is built, and a smaller bank on a modern core may serve customers better than a larger one on a mainframe. Read it with the modern-technology-stack ranking.

Why is a bank with a large technology programme missing?

Because it has not published a figure. The table contains only banks with a disclosed number on their page; a bank that does not disclose is listed as not disclosed rather than estimated.

How does this differ from the AI index?

The AI index scores what a bank has disclosed about AI specifically; this ranking is of technology as a whole, by disclosed money and scale.
