How is this ranking computed?
Score = 2 × named governance structures (use cases tagged model-risk or governance-general whose text names a responsible-AI framework or principles, an AI risk committee, council or programme, board oversight, validation or guardrails) + 2 × named leaders whose role contains responsible AI, AI governance, AI risk, model risk, AI policy, ethics or chief AI officer + dated timeline moves on those subjects (capped at 4). Ties by assets.
The structure pattern is the same one the AI index page uses for its responsible-AI section, so the two agree on who qualifies; this page adds officers and dated moves and ranks on all three.
What are the caveats?
This ranks disclosure of governance, not its quality. A bank with a quiet, effective model-risk function that never named it scores zero here; a bank that publishes principles it does not enforce scores well. Regulators' expectations (SR 11-7, the EU AI Act, NIST AI RMF) are the standard; the AI governance hub covers them.
Officer titles are quoted as the bank gives them; a chief data officer who owns AI risk without the words in the title is not counted.
How does this differ from the AI index?
The AI index has no governance component; its responsible-AI section lists the qualifying banks in index order, while this page ranks them on governance evidence alone and adds the named officers. The AI index and its method are on their own page; the technology leaders and generative AI guides are hand-written cross-bank tables with their own sourcing.
Which bank leads in responsible AI?
CVB Financial Corp. has the most on the record: AI Policy, Policy Framework and AI Governance Council · AI Governance Council approval and monitoring of AI models; officer: David C. Harvey, Executive Vice President and Chief Operating Officer…; Mike K. Currie, Senior Vice President and Chief Information Officer…; Rudy I. Ramirez, Senior Vice President and Chief Information Security….
How many banks have a chief AI officer or responsible-AI lead?
34 of the 140 profiled banks name a leader whose role is AI governance, AI or model risk, AI policy or responsible AI.
Which banks have published AI principles?
Banks whose named structures include principles or a responsible-AI framework: Citizens Business Bank, Synchrony, Barclays, TD Bank Group, UBS (US) and BNP Paribas.
Does a bank need an AI council to be responsible?
No; US supervisors expect AI models to sit inside the existing model-risk framework (SR 11-7 / OCC 2011-12), which every large bank has. A named AI council or principles is additional, and is what this page counts because it is what banks disclose.
Why is a well-known bank low on this list?
Because its page records few named governance structures, officers or dated moves. Several large banks describe governance only in general terms in their 10-K, which does not name a structure.
Where is the regulation that drives this?
The AI governance hub and the AI regulation tracker cover SR 11-7, the EU AI Act, NIST AI RMF and the supervisory letters banks cite when they name these structures.
