How does PayPal handle fraud, disputes and liability when an agent buys?
PayPal applies its existing protections rather than new agent rules. Its Seller Protection guidance, dated April 30, 2026, says coverage extends to eligible unauthorized transactions and disputes "including situations where AI shopping agents act on a customer's behalf", that PayPal "does not assess AI intent or behavior", and that eligibility still rests on proof of delivery, transaction status and timely responses.[12]
The same page names the risks PayPal expects agents to speed up (account takeovers, purchases without clear consent and automated chargeback abuse) and says PayPal watches signals including rapid transaction velocity, abnormal purchasing patterns and indicators of non-human behavior.[12]
On the buyer side, agent ready was launched with fraud detection, buyer protection and dispute resolution for purchases on AI surfaces, and Perplexity checkouts are screened by PayPal's fraud detection and risk systems. When Anthropic's Claude acts on a merchant's PayPal account, it must get approval before anything is sent or paid.[1][2][19]
