Sen. Warren presses Anthropic on AI safety risks ahead of IPO

For the equity capital markets head at a bank

Sen. Elizabeth Warren, D-Mass., wrote to Anthropic CEO Dario Amodei on Wednesday, Oct. 28, asking how the company will mitigate safety risks from its AI technology as it prepares an initial public offering, according to CFO Dive.1

Warren cited Anthropic's own warnings that advanced AI could pose "catastrophic or existential risks to humanity," and said the risks warrant scrutiny before they become tied to public capital markets, CFO Dive reported.1 The letter followed Anthropic's Monday announcement that it filed a registration statement with the SEC; the S-1 is dated Oct. 26, 2026.12

Warren, ranking member of the Senate Banking, Housing and Urban Affairs Committee, asked for answers by Nov. 3, CFO Dive reported.1

She asked how Anthropic will mitigate loss of control of AI systems, economic disruption, and misuse for cyberattacks and bioterrorism, and whether Amodei believes its models pose an existential threat, as the registration statement warns.1

Anthropic, PBC applied to list Class A common stock on the Nasdaq Global Select Market under the symbol "ANT"; the S-1 leaves the share count and price range blank.2

CFO Dive reported that Anthropic had $16.3 billion in first-half 2026 revenue and a net loss of nearly $81 billion, and that Anthropic did not immediately respond to a request for comment on the letter.1

Why it matters

Underwriters and counsel on AI listings can expect lawmakers to read risk-factor disclosures as statements of fact and to question how issuers address them. Banks advising or investing in such offerings should be ready for oversight inquiries on safety disclosure and systemic exposure.

What’s next

Warren asked Amodei to answer her questions by Nov. 3.1

From the brief

Our take. Anthropic's own filing warns of existential risk and shows a net loss of nearly $81 billion on $16.3 billion of half-year revenue. Your diligence file now has a reader: the Senate Banking ranking member.

Action. Equity capital markets: Add AI-safety controls and incident history, including reported unauthorized model actions, to due-diligence checklists for AI-lab offerings and loans.
