OpenAI updates Model Spec around five values, adjusts some behavioral defaults
For the AI governance lead at a regional bank
OpenAI said on Oct. 29 that it updated its public Model Spec, reorganizing the guidance around five values: faithfulness to human intent, harm minimization, honesty and transparency, human agency, and care.1
OpenAI said that as its models take more consequential actions, they need to understand human intentions and values so they can use good judgment in situations their instructions do not explicitly address.1 The company said the update follows research, deployment experience, public feedback on the Spec and discussions with users and outside experts.1
According to OpenAI, the revision adds guidance on context, oversight and agency, adjusts some behavioral defaults, and retires much of the detailed style guidance.1
OpenAI describes the chain of command this way: OpenAI writes the Spec, sets boundaries and trains models to respect them; developers direct applications within those boundaries; and users direct the model's work subject to those constraints.1
A new subsection, "consider context carefully," explains how conversations, memories and other contextual evidence should inform the model's understanding of people's intentions and preferences, and OpenAI also added defaults on supporting human agency and following relevant social norms.12
OpenAI said the Spec has firm boundaries where needed to protect people and society, and otherwise mostly takes the form of defaults that users and developers can override.1
Defaults govern every case a bank's prompt or system instructions never addressed, so behavior in those gaps may differ from what was validated against the earlier Spec. Teams that deploy OpenAI models should consider retesting existing prompts, especially where memory or conversation context is used, and should record which Spec version they tested against.
OpenAI invited public feedback on the updated Spec and said it will share results and lessons from its new training work in future updates, without giving a date.1
Our take. OpenAI changed the defaults its models follow. Your validation reports did not change. Re-run the behavioral tests on customer-facing and agentic deployments before an examiner asks which version of the Spec they covered.
Action. Model risk: Re-run behavioral test suites on customer-facing and agentic OpenAI deployments against the October 29, 2026 Model Spec.
What our records say
OpenAI sells banks ChatGPT seats for employees and API access to its models, and in 2026 added on-site engineering deals, a financial-services edition built with investment-bank design partners, and a separately funded deployment company.1 BNY: 20,000 employees building agents, across 125-plus live use cases (as of Dec 12, 2025).2 BBVA: On 12 December 2025 its OpenAI relationship became a multi-year alliance that extends ChatGPT Enterprise to all 120,000 employees in 25 countries.3
