Flagstar's AI strategy
a governed in-house AI platform built during a turnaround.

Last updated Oct 16, 2026 · 21 sources cited

What is Flagstar Bank's AI strategy?

Flagstar's AI strategy is to build its own governed platform on top of a rebuilt technology base while the bank finishes its turnaround. StarIQ, deployed in early 2026 as one of 12 components of the Flagstar S2 Platform, is a patent-pending generative-AI orchestration system running Anthropic Claude, Meta Llama, Mistral and Amazon Titan models on AWS, behind Palo Alto Networks AI firewalls and a single auditable approval workflow. CFO Lee Smith said in May 2026 that StarIQ is available to all 5,400 employees and that about 83% to 84% use it regularly, to analyse company records, policies and procedures and to help with presentations and marketing material. Chief information and operations officer Chris Higgins chairs an AI strategy committee, attended by CEO Joseph Otting, that ranks a backlog of revenue and expense-reduction work; risk management and marketing are the heaviest users. The base underneath was rebuilt first: six data centres became two in about a year, and Fiserv's Finxact will replace two cores in migrations in summer 2027 and 2028, worth $40 million to $45 million a year. All of it is funded inside a cost program that has removed more than $700 million. The bank's 10-K and 2026 10-Qs do not mention AI.[1][2][3][4][5][6][7]

How is AI organised and funded at Flagstar?

AI reports through technology, not a separate AI office. Higgins, EVP and chief information and operations officer, chairs the AI strategy committee; chief technology officer Jason Pope leads the engineering organisation; and Robert Martin, who set up AI risk governance frameworks at MUFG, has been SVP and Head of AI and Engineering since March 2026. Since May 2026 co-president and CFO Lee Smith has overseen information technology and operations.[2][11][15]

The money comes from inside the turnaround. Flagstar nearly failed in early 2024, took $1.05 billion of new capital and returned to profit in the fourth quarter of 2025; Smith said in May 2026 it had taken out more than $700 million of costs while still investing in C&I banking, risk infrastructure and technology. Software expense was $96 million in the first half of 2026, up 20%, while total operating expense fell 10%.[16][3][7]

Leadership is set until at least March 2028: the board extended Otting's term in May 2026 and named Smith and Rich Raffetto co-presidents and co-chief operating officers as succession candidates.[17][18]

Not disclosed: an AI budget line, the number of StarIQ use cases, or measured savings from AI. AI did not come up in the reviewed transcripts of the last four earnings calls, where management discussed data-centre and core consolidation instead.[19][20]
