Treasury fines Amidi $200,000 for outbound investment violation

A $92,478 investment led to a $200,000 penalty. Your investment controls must cover controlled foreign entities, not just the bank’s direct deals, and must document whether China-linked AI, semiconductor and quantum transactions require notice or must be stopped.
Treasury issued Amidi, LLC its first civil penalty under the Outbound Investment Security Program, fining it $200,000 for failing to notify Treasury of an investment by its controlled foreign entity. On April 19, 2025, Amidi’s Chinese fund subsidiary invested about $92,478 in Shanghai Qiongche Intelligent Technology Company Limited, or Noematrix, a Chinese company that develops AI, robotics and embodied intelligence. The OISP, effective January 2, 2025, requires notification for certain investments and prohibits others involving China, Hong Kong or Macau entities active in quantum computing, AI and semiconductors. U.S. persons must notify Treasury of covered controlled-foreign-entity transactions and take all reasonable steps to prevent prohibited ones. Congress passed COINS in December 2025 to expand OISP jurisdiction to more countries and technology sectors.

Consequential requests require explicit customer confirmation, and Backbase records context, checks, decisions and outcomes for audit oversight. The product runs alongside existing digital banking stacks and is in production at more than 10 banks.

OpenAI began rolling out GPT-6 with Intelligent UI in ChatGPT for Plus, Pro, Business, and Enterprise users, with Free and Go access due to start the next day. The feature lets ChatGPT generate text, visuals, buttons, forms, charts, and interactive tools such as savings calculators within a conversation. OpenAI built native components and a compiler that shows interface elements progressively while the model generates them. GPT-6 Instant starts answers to web-search questions 44% sooner on average than GPT-5.6 Instant, according to OpenAI. Enterprise access depends on workplace admin settings, and the release does not change the models used for Work or Codex.

Microsoft unveils Windows hybrid intelligence vision

Microsoft made Microsoft Execution Containers generally available on Windows as part of its hybrid intelligence plans. Microsoft says the containers provide built-in containment, identity and management controls that let organizations limit agent access, identify the agent that performed an action and govern agents at scale. Windows will support AI agents that run locally when needed and connect to cloud services when appropriate. Copilot will use local PC context, act on a user’s behalf and use local AI models. Microsoft and device partners are also introducing hardware for agentic workloads, including the NVIDIA RTX Spark-powered Surface Laptop Ultra, now available for pre-order.

AWS makes Claude Haiku 5.5 available

AWS has made Claude Haiku 5.5 available through Amazon Bedrock and Claude Platform on AWS. Anthropic says Haiku 5.5 is its fastest and most efficient Claude 5.5 model and costs about 75% less than Claude Haiku 4.5 for most tasks. It is the first Haiku model with effort controls, which let users tune cost against intelligence by task. Bedrock keeps data in AWS infrastructure with Regional data residency and supports IAM, CloudTrail, CloudWatch, Bedrock Guardrails, and AWS billing. AWS positions the model for classification, summarization, text generation, subagents, tool use, computer use, and high-volume document work.
