Nordea Bank Abp, filial i Norge · Governance finding · severity 3 of 5

Per a Finanstilsynet inspection report dated 25 June 2025, Nordea's Norwegian branch did not give sufficiently clear and balanced information about the limits of the advice and fund range in its savings robot Nora, a fully automated adviser that recommends from six of Nordea's own funds plus an insurance-based fund account. Marketing such as a "tailor-made" fund that "suits you" could lead customers to expect a wider choice, the insurance-based option was not explained, and customers were not told that the sustainable funds cost significantly more. The regulator also found price information on the website and in Nora's cost statements partly unclear, incomplete and misleading. Nordea said it had harmonised its cost terms in May 2025 and was changing Nora and its web pages; the regulator took the measures into account. Nora was described as automated, not as AI.

## What happened?

Finanstilsynet inspected Nordea Bank Abp's Norwegian branch, limited to trading in financial instruments for retail clients, with meetings on 13 March and 23 April 2024, a preliminary report on 22 April 2025 and the branch's reply on 22 May 2025. It examined the branch's two digital investment tools, Nora and Fondsvelgeren, as they were set up on 7 April 2025. Nora gives investment advice within a limited product universe across five risk profiles; customers with a conservative profile get no recommendation. Its fund universe for direct investment is six funds: four for customers with sustainability preferences and two (Nora Three and Nora Four) for those without, plus a fund account, an insurance-based product supplied by Nordea Liv. [1]

A pop-up when entering Nora told customers that "investeringsrådgivningen er helautomatisk" (the investment advice is fully automated) and limited to a selection of Nordea's own actively managed funds. But the regulator found the limits did not come through clearly on the web page and in the robot: "Beskrivelser som 'skreddersydd fondstips' som 'passer nettopp deg' er egnet til å gi kundene en forventning om at rådgivningen i Nora er basert på et større utvalg av fond enn det som er tilfelle" (descriptions such as a tailor-made fund tip that suits you are liable to give customers the expectation that Nora's advice is based on a wider selection of funds than is the case). [1][2]

The choice between direct fund investment and the insurance-based fund account turned on a single question about how actively the customer would follow the investment, with no clear statement that the fund account is an insurance-based product and no description of the difference. Finanstilsynet also noted that the sustainable funds in Nora are significantly more expensive than the two other funds, and that customers received no information about this in the robot or on Nora's information page. [1][2]

On costs, Nora's page said "Nora-fondene koster 0,68 % til 0,73 % i årlig forvaltningsgebyr" without making clear this applied only to the two funds without sustainability features; a separate overview not linked from that page showed costs of 0.79 to 1.61 percent. The branch used several different price terms, and a review of customer files found incomplete cost breakdowns in some Nora savings plans and, in some cases, insufficient documentation of suitability testing. Finanstilsynet concluded that the price information "har vært til dels uklar, ufullstendig og misvisende" (has been partly unclear, incomplete and misleading). [1]

## How did Nordea Bank Abp, filial i Norge respond?

According to the report, the branch said it had recently made several changes on Nora's fund range and would make further changes to the robot and its web pages to clarify the insurance-based option. In May 2025 it harmonised its price terms, corrected errors in earlier cost overviews, built a new cost statement for Nora savings plans, and acknowledged that documentation for some customers had been deficient. It pointed out that customers who state sustainability preferences are not shown funds without sustainability features, which the regulator accepted. No separate public statement by Nordea was found as of 2026-10-21 beyond what the report and BankShift record. [1][2]

## What was the outcome?

Finanstilsynet issued its findings and "tar filialens planlagte og gjennomførte tiltak til etterretning" (takes note of the branch's planned and implemented measures). No fine or order was imposed, and no further action has been reported as of 21 October 2026. [1]

## FAQ

### What did Finanstilsynet find about Nordea's Nora robot?

That Nordea's Norwegian branch did not clearly explain the limits of Nora's advice and its six-fund range, did not explain the insurance-based fund account, did not tell customers the sustainable funds cost significantly more, and gave partly unclear, incomplete and misleading price information, according to the June 2025 inspection report.

### Was Nordea fined over Nora?

No. The inspection report records findings under the Securities Trading Act and notes the branch's planned and completed changes; it imposes no fine or order. No further regulatory action had been reported as of October 2026.

### Is Nora an AI system?

The regulator described Nora as a savings robot whose investment advice is fully automated and limited to a selection of Nordea's own funds. Neither Finanstilsynet nor the sources cited call it artificial intelligence, so this register classes it as automated, not described as AI.

### What did Nordea change after the inspection?

According to the report, it harmonised its cost terms to ongoing annual costs in May 2025, corrected earlier cost overviews, built a new cost statement for Nora savings plans, and said it would change Nora and its web pages to explain the fund range and the insurance-based option more clearly.
